GSTN to lengthen e-way bill numbers to 14 digits from January 2027 as volumes surge

New Delhi, Nov 5, 2026

The backend update aims to prevent numbering shortages as document volumes surged nearly 83% over four years to 1.42 billion in FY26. Compliance rules remain unchanged, but businesses must update their systems in advance.

The Goods and Services Tax Network (GSTN) will increase the length of e-way bill numbers from from 12 to 14 digits starting 1 January 2027 as the volume of electronic documents generated for the movement of goods continues to rise. The consolidated e-way bill number will be expanded from 10 digits to 11 under the revised format.

In an advisory issued on 4 November, GSTN said the current numbering capacity is nearing exhaustion due to the substantial volume of e-way bills generated. The update aims to build additional capacity for future growth and prevent operational disruptions.

The change follows a steady surge in e-way bill generation. According to finance ministry data presented in the Lok Sabha, the number of e-way bills generated increased from 773.9 million in FY22 to 958.1 million in FY23, 1,112 million in FY24, 1,304.7 million in FY25 and 1,419 million in FY26. The latest figure represents an increase of nearly 83% over FY22.

GSTN is expected to release e-way bill generation data for October in the coming days. In September, the number of e-way bills generated rose to a record 141.53 million, an 1.8% increase from 139.09 million in August and 7.2% higher than in September 2025, government data showed. September's figure was the highest monthly tally in FY27 at the time, reflecting increased goods movement ahead of the festive season.

The scale of the GST network is also reflected in its cumulative transaction volumes. As of 30 September 2026, the GST system had recorded 8,338.2 million e-way bills since its introduction, alongside 30,530 million invoice uploads and 1,991.2 million returns filed, according to GSTN's dashboard. The network had 17 million registered taxpayers at the end of September.

An e-way bill is an electronic document required under the GST regime for the movement of goods valued at more than ₹50,000, subject to prescribed exemptions. It contains details of the consignment, consignor, consignee and transporter, and helps tax authorities monitor the movement of goods. A consolidated e-way bill allows a transporter to carry multiple individual e-way bills covering different consignments in a single vehicle.

The e-way bill mechanism was introduced under the GST regime to facilitate the movement of goods through a common electronic system, replacing multiple state-level permits and helping improve transparency in goods transportation.

No compliance changes

The expansion is a backend technology upgrade and does not change the existing GST compliance framework. There is no change in the ₹50,000 consignment value threshold, e-way bill validity requirements, documentation rules or tax rates. Businesses and transporters will continue to follow the existing provisions governing the generation and use of e-way bills.

However, the transition will require businesses and technology service providers to update their systems before the revised formats take effect. GSTN has advised taxpayers, GST Suvidha Providers (GSPs), enterprise resource planning (ERP) and software providers, and application programming interface (API) integrators to modify their applications, databases and validation rules to accommodate the longer number.

This is particularly relevant for businesses that generate e-way bills through integrated accounting, billing, logistics and enterprise software. Such systems may have existing database fields and validation rules designed to accept only 12-digit e-way bill numbers and 10-digit consolidated e-way bill numbers. Unless updated, these systems could encounter validation errors or difficulties in processing e-way bill-related transactions after the transition.

“To help stakeholders prepare, GSTN will release the revised numbering formats in its sandbox environment shortly. This will allow software developers, ERP providers and API integrators to test their applications, identify compatibility issues and make necessary modifications before the new formats become operational,” a government official said.

GSTN said technical details would be published on the e-way bill portal and advised all stakeholders to ensure system readiness well before 1 January 2027 to avoid disruption to e-way bill-related operations.

‘A necessary upgrade’

Experts said the additional digits will substantially increase the pool of unique identification numbers available to the system, allowing it to accommodate a growing volume of transactions without facing constraints.

"The expansion of the e-way bill numbering format is a necessary technology upgrade to keep pace with the growing volume of transactions on the GST platform. As the ecosystem scales, it is important to ensure that the underlying infrastructure has adequate capacity to support future growth without affecting system reliability or business operations,” said Pankaj Dikshit, executive director and chief AI and data officer at Cygnet. One, a tax technology and financial digital transformation solutions provider.

“While this is not a change in GST compliance requirements, businesses and technology service providers must update their ERP systems, APIs and validation mechanisms in advance. The sandbox rollout will provide an opportunity to test these changes and ensure a smooth transition," said Dikshit.
