GST Council officials visit Andhra to study AI-driven tax administration

GST Council Secretariat officials on Monday visited Andhra Pradesh to study the use of AI by the Commercial Taxes Department.
Pankaj Singh and DP Mishra, Additional Secretary and Joint Secretary, respectively, of the GST Council Secretariat, along with other officials, were briefed on the AI initiatives by the Chief Commissioner of the Commercial Taxes Department, a press release said.
“GST Council Secretariat officials visited Andhra Pradesh to study AI-driven tax administration modules,” it said, adding that they reviewed the AI modules being implemented by the CTD.
The state showcased AI-enabled dashboards, including the Revenue Dashboard and the E-Way Bill Dashboard. The latter facilitates the estimation of State GST (SGST) cash payments and Integrated GST settlements based on e-way bill data.
AI-based dashboards covering almost all facets of tax administration, including registrations, returns, revenue, professional tax, arrears, audits, inspections and scrutiny, were also demonstrated.
The presentations covered the computation of Gross State Domestic Product using GST data as a major proxy indicator, supplemented by data from other concerned departments, along with the methodology adopted for the exercise.
“The generation of reports and dashboards through an AI agent was also demonstrated practically before the delegates. Additionally, the knowledge hub, functioning as a repository of sectoral studies used by AI in the audit process, was explained in detail,” the press release said.
The CTD demonstrated AI-integrated processes for return scrutiny, audit and inspection, covering the entire workflow from case selection and initiation to completion.
The processes comprise identifying discrepancies, issuing notices, examining replies filed by taxpayers, assessing information and adjudicating cases.
These processes are powered by AI engines developed by Microsoft and Google, which have been engaged by the Commercial Taxes Department for their implementation, the release said.
The department explained its Legal AI module, including the process of identifying cases relating to the CTD from the Andhra Pradesh Online Legal Case Management System and processing them to generate instructions for the government pleader to file para-wise remarks.
The department showcased systems for tracking pending cases before appellate authorities, the GST Appellate Tribunal, the High Court and the Supreme Court.
A Babu, Chief Commissioner, Sales Tax, requested the GST Council Secretariat officials to provide the Application Programming Interface sought by the state to enable seamless integration of GST data with its AI processing systems, the press release said.
The API would facilitate the generation of real-time reports for effective monitoring of revenue collections, it added.
