CPE HOURS - Most illogical and absurd amendment for Senior Members [Submitted by CA. Mahesh Kapasi, August 18, 2008 Rightly Senior Members (more than 60 years) were exempt from CPE Hours regulation. Instead of lowering it to 55 now the Institute has made it compulsory in the 278 Council meeting held on May 13-15, 2008 as notified in The Chartered Accountant July 2008 issue (though 50% of off time hours as compared to other members). Do not forget that there is a National policy of Senior Citizens of more than 60 years to give all benefits etc but institute is taxing them and harassing them by making it compulsory for them! Senior Members are not supposed to actual routine audit but to supervise and guide the younger members - staff like a President or CEO or even Chairman of a Bank / Company is there to control overall working only -policy matters etc. This amendment is a serious blow and insult on intelligence of Senior Members the Institute. And as a result this is most illogical and absurd provision and most harsh for Senior Members of the institute. Otherwise also CPE Hours provisions are most absurd and do not result in any professional advancement or advantage to individual Members. Yes it is a good source of Income for the Institute as heavy fee is charged for such uncalled for provision. Already Institute is charging hefty fee every member every year. Any practicing Members maintain high standards of practice that is why he continues his practice. Or else he shall be out of practice automatically-if he fails to maintain quality no client will come to him. Where is the need of compulsory CPE? When ICAI cannot provide a guarantee minimum professional income for each member from practice than how it is justified in charging some money in shape of fees for compulsory CPE hours? Many members' total fees from few clients together may be less than hat ICAI is going to have through compulsory CPE hours. ICAI must ensure the same amount of money reimbursement to each member! CA profession is no longer a profession but purely a business. The best course of action for ICAI is to drop it altogether. One can take horse to near the water but cannot make to drink it. Similarly, by attending CPE programmes - most members fulfill the obligation of compulsory attendance - that too by paying for it! What is the fun to force them to attend it? Are CAs not matured to think by themselves what is good for them? It seems ICAI think so! I need not add - valuable man hours of members are being wasted by ICAI by making it compulsory.
