Rail Budget 2008 [Submitted by CA. Mahesh Kapasi, February 27, 2008 Rail Budget 2008 is definitely an election budget -good for common people. But there are certain important aspects which are ignored. New trains including Garib Rath are introduced. But neither Garib Rath nor Shatabdi or Rajdhani has link to Saurashtra in Gujarat. Nowadays in trains there is heavy rush for Gujarat from Delhi. Many persons who wish to visit it but because of paucity of time fails to reach by air to save their time, as there is no direct air link too. Rajkot is a central place for Saurashtra and Kutch and it also serves near by areas cities like Jamnagar, Junagarh etc. I suggest introducing on daily basis direct Rajdhani / Shatabdi and Garib Rath from Delhi to Rajkot, it shall also boost Indian tourism as then foreign tourists too shall feel convenient to visit Saurashtra and Kutch tourist spots. It shall also lead to more foreign exchange for India, as more and more foreign tourists will visit Saurashtra and Kutch. Some strict provisions for checking the unauthorized passengers in trains i.e., traveling without reservation must be checked is the need of hour. Cleanliness drive for the year 2007-08 was introduced last year but things have not improved a little bit even. Toilets are always stinking -give foul smell. After every third/fourth, stoppage toilets must be cleaned. The cleanliness in all trains and at Platforms should be as we find in Metro in Delhi -it can be achieved before time if there is a strong Will for it! All the routes throughout India must have double railway tracks (line) so that speed of trains can be increased and running time be reduced. Ordinary First Class must be discontinued, as it has no practical use. Convert this to AC 3 sleeper class-add more coaches for AC class. More of accommodation for transit passengers like Rail Yatri Niwas is needed. When shall the number of rail accidents in the country be minimized? In the recent past rail accidents have increased, often due to human errors (or negligence?).I wish that in the near future computerised train operation is possible, making the engine driver redundant. Signals can be by radio waves interacting with the computerised driving system and automatically controlling the speed and halting of trains. If this dream becomes true there shall be reduction of train accidents and many lives be saved. The railway budget can be called a success only if Lalu Prasad makes sure that his words are followed up by appropriate action. If the railway officers remain their usual inactive self while carrying out their duties, then the budget is very likely to fall flat on its face. There must be strict regulations to prohibit passengers from travelling without ticket. The railways should be transformed into a sanitary mode of travelling. The waiting-rooms in most stations also need to be maintained well. Their numbers too should be increased to benefit transit passengers. Speed of almost all trains must be increased as many times super fast trains etc reaches many stations before time. It may kindly be noted that the real cause for most rail accidents is human mistakes -it has nothing to do with the speed of the train. FAST TRAINS ARE THE NEED OF THE HOUR. SAVING OF TIME IS MONEY. ALSO reducing travel time results in less fatigue and improves one's ability to work more. Running of Rajdhani and Shatabdi trains at a lower speed makes the purpose of such trains futile. All luggages beyond specified size of trunks /bags should not be allowed strictly in any reserved compartments. Let it be a booked and carried in Luggage van only. Surprise checks be made for all luggage and if any trunk /bag of more than specified size is found -a heavy penalty be imposed and also removing it and transferring it to luggage van at next railway station.; strictly no smoking and no drinking of alcohol rule be implanted-impose heavy penalty for contravention and such passengers be compulsorily got down at next railway station.; adequate fire safety measures must be equipped in all coaches. Let there be a certificate from Fire Department for each coach like for each and every high rise building in Metro cities -it is required. Also no extra load-unreserved passengers are allowed under all circumstances in any reserved compartment. If regularly late arrival and departure of trains be announced on all TV channels especially News Channels and DD-Metro too it shall help the public at large. Railways can introduce their own taxis / autos like Air Ways Coach Service for important destinations of every city.
