The Income Tax department has issued advertisements in all prominent newspapers asking all persons who possess more than 1 PAN number to retain 1 PAN and surrender all extra PAN numbers that may have been allotted to them. The extra PAN numbers have to be surrendered latest by 23rd February 2007. This is the final opportunity given by the Income Tax department and henceforth if any person is found to possess more than 1 PAN number, he / she / it will be liable to penal action.

The extra PAN numbers may be surrendered using one of the several modes of surrender advertised by the department, viz. (i) Help Desk set up in Income Tax offices all over the country set up for this purpose; (ii) the Assessing Officer (DCIT / ACIT / ITO); (iii) web-site of the department www.incometaxindia.gov.in and (iv) Aayakar Sampark Kendra (ASK) at 0124-2438000.

It has come to the notice of the Income Tax department that some persons are involved in forgery of getting PAN numbers allotted to fictitious persons or getting more than I PAN numbers allotted to the same person using different identities. The department has taken action against all such cases, which have come to its notice.

Some such cases are mentioned hereunder:-

  1. It was noticed that in a suburb of Mumbai some persons were trying to assist people in obtaining PAN without having to submit any evidence of identity or address along with the PAN application, as required under law. These persons would collect PAN applications signed by applicants, attach bogus documents for proof of identity and address and try to submit them at authorized PAN Service Centers. It was further noticed that these persons claim to be authorized PAN Service Centers but charged a substantially higher amount of Rs 500 to Rs 600 as fees. This attempt at mischief was noticed by the alert personnel of the PAN Service Provider. The matter was reported to local police; three persons were apprehended and remanded to police custody. Police are further investigating the matter.
     
  2. In another instance, vigilant employees of the PAN Service Provider noticed suspicious looking copies of bank statements attached as proof of residence with several PAN applications. Income Tax department at Mumbai investigated these cases and found that copies of the bank statements submitted with the application were indeed forged. Copies of bank statements of other persons had been used on which the name and address of the applicants had been superimposed. FIR has been lodged with local police authorities and the matter is under investigation.
     
  3. A person at Chennai had tried to obtain fake PANs under different names. After initial investigations by the Income Tax department, the matter was reported to local police, who apprehended the person.

The Income Tax department has advised the PAN Service Providers, namely, UTITSL and NSDL, to be vigilant and take all possible action to prevent attempts to obtain fake and duplicate PANs
